Despite a formal request from NACS, as of today the Card Brands (Visa, MasterCard, American Express and Discover) have not indicated that they will delay the October 1, 2020 counterfeit liability shift in response to COVID-19.

We do not anticipate any decisions or responses for several months.

The Card Brands are aware of the equipment delays, extended order lead-times, and technician availability issues that are surfacing as a result of the COVID-19 pandemic situation.

Please continue to move forward with upgrading your Automated Fuel Dispensers and POS systems to meet the current October 1, 2020 counterfeit liability shift date.
